International Conference on Taxpayer Rights Kicks off Today

The International Conference on Taxpayer Rights begins today in DC at the National Archives. Today’s highlights include a talk by the Commissioner, panels on taxpayer rights, the right to be informed, the right to confidentiality, and the importance of judicial tribunals.

Keith and I are speaking tomorrow in a panel that looks at procedural due process and taxpayer rights. I will speak about a draft paper looking at the ways that agencies (like the IRS) that administer benefits often fail to meet the needs of those it administers, with an eye toward solutions that have roots in both traditional checks on agency practices (like administrative law and constitutional law) and also agency governance.Keith will discuss his paper considering how tax agencies can best protect taxpayer rights in the collection context.

Over the next two days, there are panels with a good mix of domestic and international academics, government officials and practitioners. The keynote speaker tomorrow is Erich Kirchler, a Professor of Economic Psychology at the University of Vienna, who has written extensively and thought deeply about tax administration, often weaving in how differing factors (like trust and timing) may influence taxpayer decisionmaking, including decisions relating to tax compliance.
